Are the Yukon Legislative Assembly and its Select Committee (the Committee) willing to understand that fracking is not safe and that regulations, no matter how excellent, will not make it so?

Out of the eight presenters to the legislature this week (Friday and Saturday at the legislature. Google: yukon legislature frack committee, then click on: schedules), is there one who will lecture on no hydraulic fracturing?

Recently at the University of Calgary, Dr. Anthony Ingraffea, who has taught fracture mechanics at Cornell University for 37 years, lectured on hydraulic fracturing. He said: ”Don’t allow it if is not already happening in your region… The threats to groundwater and exacerbation to climate change due to chronic methane leaks are just too serious.” For areas like B.C., where in 2007 the world’s first high intensity fracks from multi-well pads took place, Dr. Ingraffea recommended ramping fracking down. His work was some of the evidence making three provinces (Newfoundland and Labrador, Nova Scotia, Quebec) realize that brute force, unconventional oil and gas fracking defies environmental and public health regulation and lacks economic feasibility. These realizations made national news. Why did the Committee not invite elected officials from these provinces to present in the Yukon Legislature and be available for questions from the public?

YG and Committee Chair Ms. Patti McLeod are deceiving the public by only inviting speakers journeying on a one-way ticket via extreme oil and gas to an economic, environmental and health graveyard. It’s becoming more and more clear that the Committee’s review process is rigged. There’s not one formal presentation on alternatives to fracking.

The Yukon does not have existing oil and gas industry infrastructure other than two completed wells and shell companies. In other jurisdictions with extensive existing infrastructure, the promised job creation, prosperity and oil and gas production levels are questionable. A new report by David Hughes, a geologist and three decade veteran with the Geological Survey of Canada, is easily usable and an important read for all. Companies take speculator subsidies while damages and harm are paid by the public and landowners. Residents, the council and others of Lethbridge, Alberta, are fighting to keep drilling out because of the significant risks beyond certain harms.

Why is the Committee listening twice to two professors – Bernard Mayer and Rick Chalaturnyk from Alberta universities that receive millions in funding from oil and gas companies?

As a specific example, Rick Chalaturnyk, in and outside of his University post, works affiliated to the Quest carbon capture project of Royal Dutch Shell that received 865 million from Federal and Alberta governments. As paid panel member of the oil and gas lobby and consulting firm DNV, Rick approved the Quest carbon storage site. He also heads the international Technical Committee that provides oil and gas industry friendly carbon capture standards. Instead of listening to world-renowned geochemist Dr. Karlis Muehlenbachs, who co-authored a peer-reviewed paper documenting numerous cases of groundwater contamination in Alberta frack fields and warns of the risks from fracking, the Committee listens to the Pembina Institute and Canadian Association of Petroleum Producers (CAPP). Pembina is a synergized group. Synergy is funded by the oil and gas industry and Pembina promotes regulations and the tired old story that natural gas is clean [Refer to article below]. CAPP is Canada’s largest oil and gas industry lobby group that can’t learn to stop lying (Refer to The science is deafening industry’s gas migration for proof that CAPP is lying).

Prior to the Committee visiting Alberta, Yukoners Concerned publicly exposed the pro-fracking bias planned. With extremely short notice, Jessica Ernst was asked to arrange an informal meeting with a few harmed Albertans and one or two committee members. As it turns out, likely because of the bad publicity, all members attended. Two of the harmed who presented were Diana Daunheimer (Google: ernst encana daunheimers. Google: hydraulic fracking challenged 2013) and Kimberly Mildenstein (Google: ernst encana mildenstein eagle hill. Google: fracking canada no duty of care). Both are mothers. They traveled on their own time and costs; Diana with her children because her husband was away. Their names are not listed on the Committee website even though both advised that their names could be made public with Rob Schwartz and the Campbells, and their contact information given to the media. It is unconscionable that the Committee is censoring two Alberta mothers harmed by fracking! Peer-reviewed studies warn of the health risks from fracking (Google: the endocrine disruption exchange mr gowen. Google: human health unconventional natural gas resources) and it appears that these are unfolding as warned.

The record shows the destructive frack impacts do not vary with nuance in regulation, geography, geology, depth or jurisdiction. They follow a rock hard reality of partial hydrocarbon release that locks in a trend of increasing underground pulverization and intermingling with groundwater of injected and naturally occurring toxins; Not a decrease of harm and emissions as the promise of regulations suggests. In jurisdictions where fracking unconventionals is taking place, regulators are deregulating while publicly promising the opposite. Politicians, reportedly secretly with the help of oil and gas companies, write new laws and omnibus-budget bills destroying water, environment, health and rights protections to enable the devastation and pollution that is inevitable with fracking.

We ask that Ms. McLeod and her committee take the economical and practical way: wait and watch the programmed failure happen else where. This requires no remediation. And we ask that the Committee and Yukoners read some of the damning peer-reviewed published evidence and expand the Whitehorse Trough moratorium territory-wide as fourth in the country. Let the Yukon develop and become truly sustainable; keep unconventional oil and gas out until lasting protection for community and nature has been discovered and legally put in place.

We challenge the Committee to prove us wrong. An honest process would not be predictable, predetermined and unbalanced with biased single mindedness. [Emphasis added]

The Pembina Institute, a national environmental think tank, today released a case study compendium and hosted a forum on innovative partnerships between unlikely allies who help make resource development sustainable. The unlikely allies comprise resource companies and their external stakeholders such as communities, landowner associations and environmental groups. This is the first report of its kind to document Canada-based examples. The Pembina Institute conducted the research in partnership with Dalhousie University and six Canadian companies: TransCanada, Catalyst Paper, Nexen, Global Energy Services Ltd. (TSX-V: GLK), ConocoPhillips Canada and Trident Exploration.

Unlikely Allies: Cross-Sector Partnerships for Sustainable Development includes case studies of six partnerships: for example, the Clean Air Strategic Alliance, an Alberta-based multistakeholder policy group that deals with air quality issues; a coalbed methane company’s efforts to use its need for Christmas baskets as an opportunity to train high school students in entrepreneurialism and to support local artisans; and the Sundre Petroleum Operators Group, a synergy group that consists of 30 oil and gas companies and 15 communities.

The increasing pace and scale of resource development in Canada makes the release of the case studies timely. “With its resource-dependent economy, tight labour supply and increasingly empowered civil society movement, Canada must be a model jurisdiction for this kind of collaboration,” [i.e. Synergy] says Ed Whittingham, co-director of Corporate Consulting at the Pembina Institute.  [Emphasis added]

Est-ce que le Yukon Select Comité sur les risques et bénéfices de la fracturation hydraulique – appelé le Comité – est disposé à comprendre que la fracturation hydraulique n’est pas sécuritaire et que la règlementation, même si excellente, n’y changerait rien?

Des huit conférenciers devant le Comité cette semaine (vendredi et samedi jan.31 & fev. 1 à la législature. Recherche sur Google: yukon legislature frack committe, cliquez sur : schedules…), n’y en a-t-il pas un seul qui fera une présentation contre la fracturation hydraulique?

Dernièrement à l’université de Calgary, le Docteur Anthony Ingraffea, qui a enseigné la mécanique de la fracturation à l’Université Cornell pendant 37 ans (recherche sur Google: ingraffea physiciens engineers 1147), donnait des conférences sur la fracturation hydraulique et disait: « Ne permettez pas la fracturation hydraulique si cela ne se fait pas déjà dans votre région. … » Les menaces à l’eau souterraine et les complications des changements climatiques à cause des fuites chroniques de méthane sont tout simplement trop graves. » Pour des régions comme la Colombie-Britannique, où les premières fracturations à haute intensité à partir de puits à plusieurs forages se sont déroulées (recherche Google: koop report bc encana cabin), le Docteur Ingraffea a fait la recommandation de ralentir les fracturations (recherche Google: Tyee fracking shale gas ingraffea). Son travail a fourni une partie des preuves qui ont aidé trois provinces (Terre-Neuve et Labrador, Nouvelle-Écosse et le Québec) à réaliser que la force brutale, les fracturations pour extraire le pétrole et le gaz non conventionnel ne respectent pas la règlementation qui aiderait à protéger la santé publique et l’environnement, et de plus n’est pas financièrement justifiable. Ces réalisations ont fait les manchettes. Pourquoi est-ce que le Comité n’a pas invité les élus de ces provinces pour se présenter à l’Assemblée Législative du Yukon et les rendre disponibles pour recevoir les questions du public?

Le gouvernement du Yukon ainsi que Mme Patti McLeod présidente du Comité, trompe le public en invitant seulement des conférenciers qui ont un agenda de réglementation et qui nous dirigera tout droit vers un désastre économique, environnemental et vers l’insalubrité. Cela devient de plus en plus évident que le procédé d’évaluation du Comité est manipulé. Il n’y a pas une seule présentation officielle sur les alternatives au fracking.

À part deux puits quasi vides, et deux compagnies avec peu d’actif, le Yukon n’a pas d’infrastructures pétrolières et gazières en ce moment. Même dans d’autres juridictions qui possèdent déjà des infrastructures complexes, les promesses de création d’emplois, de prospérité et les niveaux de production de pétrole et de gaz sont mises en doute. Un nouveau rapport de David Hugues, un géologue avec trois décennies d’expérience avec la Commission géologique du Canada, est facilement accessible dont la lecture est fortement à recommander. Les compagnies reçoivent des subventions pour leurs spéculations (recherche Google: fossil fuel subsidies $1t reports say) tandis que les dommages et les nuisances sont encaissés par le public et les propriétaires des terres. Au lieu d’écouter le géo-chimiste de renommée mondiale Dr Karlis Muehlenbachs, co-auteur d’une étude révisée par des pairs qui documente plusieurs cas de contamination d’eau souterraine dans les champs de fracturation en Alberta (recherche Google: fingerprinting of gas conaminating groundwater) et qui nous prévient des risques de la fracturation hydraulique (recherche Google: fracking contamination expert), le Comité a choisi d’écouter le Pembina Institute et la Canadian Association of Petroleum Producers (CAPP). Pembina est un groupe lié à Synergy (recherche Google: synergy pembina). Synergy est financée par l’industrie pétrolière et gazière et Pembina fait la promotion de la règlementation et radote que le gaz naturel est propre. Avant la visite du Comité en Alberta, le groupe Yukoners Concerned a publiquement dénoncé l’agenda du comité gardé secret et en faveur de visites réglementant le fracking. Suite à cela, avec un préavis très court, on a demandé à Jessica Ernst d’organiser une rencontre informelle avec quelques Albertains lésés pour rencontrer un ou deux membres du Comité. Il s’avère que probablement à cause de la mauvaise publicité, tous les membres sont venus. Deux des personnes lésées qui ont fait des présentations ne sont mentionnées nulle part, Diana Daunheiber (recherche Google: ernst encana daunheimers. Recherche Google: hydraulic fracking challenged 2013) et Kimberly Mildenstein (recherche Google: ernst encana mildenstein eagle hill. Recherche Google: fracking canada no duty of care). Ces deux femmes sont aussi des mamans. Elles ont pris de leur temps pour voyager à leurs frais; Diana est venue avec ses enfants parce que son mari était absent. Leurs noms n’apparaissent pas sur le site Web du Comité bien que les deux ont avisé que leurs noms et information de contact pourraient être rendus public et donné aux médias tout comme Rob Schwartz et les Cambell. Ils surviennent selon une réalité bien terre à terre d’émanations partielles d’hydrocarbures qui concordent avec une pulvérisation souterraine à la hausse. Le mélange des toxines naturelles ainsi que les produits chimiques injectés ou réinjectés ne sont pas une baisse de préjudices et d’émissions comme le suggèrent les promesses de règlementation. Dans les juridictions où il se produit des fracturations non conventionnelles, les régulateurs dérèglementent tout en promettant le contraire publiquement. Des politiciens, semblerait-il, avec l’aide secrète des compagnies pétrolières et gazières, écrivent des nouvelles lois et des projets de lois omnibus qui détruisent l’eau, l’environnement, la santé et la protection des droits afin de faciliter la dévastation et la pollution qui sont inévitables avec ‘’le fracking’’. Nous demandons que Mme McLeod et son comité adoptent la façon économique et pratique: attendez et observez l’expérimentation et les erreurs qui se produisent partout ailleurs (recherche Google: frack hits). Ceci n’exige aucune réglementation. Et nous demandons au Comité et aux gens du Yukon de lire les preuves révisées par les pairs et publiées qui sont évidentes (recherche Google: fracking sites tied to hormone disruptors) et d’élargir le moratoire du Bassin de Whitehorse à la grandeur du territoire, devenant ainsi le quatrième au Canada. Laissez le Yukon se développer et devenir véritablement durable; empêcher le développement du pétrole et du gaz non conventionnels jusqu’à ce qu’on découvre les vrais moyens de protéger à long terme les communautés et la nature et que ces moyens soient mis en place légalement.

Nous mettons au défi le Comité: faites la preuve que nous avons tort. Un procédé honnête ne serait pas prévisible, déterminé à l’avance et biaisé d’une pensée unique.
