The fact that the EUB is independent of other government departments like Alberta Environment, Alberta Sustainable Resource Development and Alberta Health and Wellness reflects past and present Conservative government energy policy: “Alberta is open for business.” While the EUB’s mandate is to ensure fair and orderly resource development in the public interest, the emphasis is resource development. The public interest issues like the environment and human health appear to be secondary, at best. Recently, there has been more involvement by Alberta Environment in EUB decisions, but environmental impact assessments are site-specific and do not address cumulative effects, and there are still cases of flammable drinking water.
